Form Design is referenced throughout this manual as a settled concept — every Hub (Chapter 2) has one, Chapter 12 documents the field-level mechanics that live inside it (Required/Indexed/Case toggles, Calculated Fields, File attach fields), and Chapter 13 names authoring form designs as one of the Spine Editor's core responsibilities. What this manual doesn't yet have is a dedicated chapter walking through the Form Designer's own interface directly — field-type selection, layout, publish/lock semantics beyond what Chapter 12 §6 and §8 already cover incidentally, and how a form design's version history is presented.

This should be drafted from chandra-enterprise-editor.html's Form Designer screens directly, the same verification-first approach used for Chapter 12.
